Abstract

If the state of Oregon is subject to democratic process, then why are the interests of capitalists met more often than labor? I suggest that there is a power-elite that represents the interests of the capitalist class. To find an answer, I interviewed five union executives and lobbyists, and four business executives and lobbyists. From this data, I identified selected class-related ballot measures and legislative bills as the basis of comparison between the success of capitalist interests and labor interests. Oregon’s current tax structure and minimum wage are used as examples of class biases. My analysis shows that business interest groups constitute the power-elite in the Oregon legislature. Even though Oregon has a Democratic Party majority that includes well-organized unions, state government is subject to capitalist bias.
